Example:
Ana shoots a tier 1 blast at an enemy worth 1000 pl

The enemy would need to spend 1050 energy/stamina to dodge the attack.

Or the enemy can block the attack with 1000 energy/stamina/hp.

Also, to answer the other question you could mix effects.
Though it would double the TP cost having two of them and the attack would have to make sense why it would have the effects you had picked.
