Techniques for Villain NPC - Dr. Tailor
DT 2 - Absolute Terror Field - A normally invisible barrier generated from within Dr. Tailor through unknown scientific means. When something collides with the barrier an orange octagonal light shines forth. Block 33% PL - Ki
OT 1 - N² Weapon - Dr. Tailor attacks with extremely powerful non-nuclear attack. Damage 33% PL - Sta
ST 1 - Flash Bang - Dr. Tailor retrieves a device that when activated explodes with a bright light, stunning all who see it. 20% Ki - Stun for 1 turn
ST 1 - Weak Point Counter - Dr. Tailor assesses her enemies weak points and strikes at them stunning her opponents for moment. 20% Sta - Stun 1 turn
ST 1 - Tactical Retreat - Dr. Tailor focuses all her skill to flee with extreme expediency from a fight. Increased chance to escape combat. 20% Sta- moves Dr. Tailor the equivalent of 2 spaces at the cost of 1AP
The N² weapon is meant to be supplemental to a ranged weapon attack.
The stunning effects for Flash Bang and Weak Point Counter were based off the stunning rules in techniques/fighting.
Tactical Retreat is unique, as I was unable to find any rules on fleeing combat. The concept is that a person would need to spend 2 AP for follow Dr. Tailor, when Dr. Tailor spends 1 at the cost of Stamina. At which point I would like to work with Staff on determining what a character needs to do to "escape" a combat thread. I was thinking a certain amount of "spaces" away from the pursuer. The number of which determined by staff.

As far as this one goes, though it can still be used and relevant to assist, fleeing does not have a specific system because it's circumstantial. The stronger of the fighters will always have a speed advantage that has to be respected, though throughout techniques such as Flash Bang, you'll be able to provide yourself a window to flee. At that point, it's all within the story and the writers themselves.

AdminSince there is no specific fleeing system, and it's based off circumstance, then a viable technique would be based more on flavor? So instead basing Tactical Retreat on speed. Would: Be more appropriate?
