A half mile away of North City a spherical craft lands in the mountains. The hatch opens and the passenger gets out. Blizzan, a changling, stands on his new temporary home. His mission is to scout this planet and see if it is worth the PTO's attention. He believes it is and will make his king understand the potential this blue, green, and brown planet has to offer. He sees a city below the mountain range and decides to levitate to the base. As much as he wants a fight information is more important. He wanders into town not bothering to hide his power level. As he looks around, he taps his scouter and picks up a few relatively weak readings around 800. As annoyed as Blizzan is with what little he is picking up, he reminds himself that several of the cannon fodder of the PTO were around that level if not closer to 500. Most of them are rookies who haven't been through any training. Blizzan follows the readings and walks through some of the rougher parts of the city which doesn't bother him. Many of the four legged furry creatures barks at him until Blizzan growls at them causing the creatures to run away. Many of these four legged things are under 10. It takes a few minutes for Blizzan to find the largest concentration of the upper hundred power levels. He walks up to a door of a large building and two muscular males are standing there with their arms folded over their chest. To his annoyance but not surprised, these humans are much taller than he is.
"Hey, what are you doing here, shorty? You aren't from here are you."
The other one laughs as he bends over to look closer to Blizzan.
"Yeah, you are short and scrawny. Did you come here to be an arm rest for our leader? You would be about the right height. He is always looking for a new golfer minion. What is this funny eye piece thing you have over your right eye?"
The thug reaches for the scouter and before he even comes close, he is on the ground on his back in pain. His arm is bent in a wrong angle at the elbow and is screaming at the top of his lungs. Before his friend could react, he finds himself bent over in half and then tossed on top of the screaming thug on the ground. The second man lands on the face of the first one unconscious. Blizzan opens the door and walks on in. Most of the attention is directed towards the center of the large almost empty building. Being annoyed once again at his shortness, Blizzan floats up to see over the rest of the crowd. He scans the fighters in the middle and notices this is where most of the energy levels are at. It looks like they practice some sort of fighting combat techniques. None of the moves impress Blizzan but at least they know how to throw a punch and kick. There been too many conscripted races who barely knew how to hold a simple melee weapon let alone throw a proper punch for Blizzan to recall. Most of those went to one of the many mines to be used as slave labor. Unbeknownst to Blizzan or he simply cared less, there are a few people noticing the floating alien among the crowd and matter of a few minutes he heard several gasps. It doesn't take long for a man in a suit to walk up to him.
"Hey you floating man, how did you get in here? Are you looking for a job?"
Blizzan looks down at the human. This one seems to respect him a little more but probably due to him levitating there.
"You are the second human to ask me if I am looking for a job. At least you didn't consider me for a lowly position for your boss. Now I think about it, I am looking for a job."
"Oh do say and what sort of job is it?"
"Are you the boss or just one of the lackeys? I prefer dealing the leader which would be more efficient."
"I am one of the top lieutenants. I'll show you our boss if you follow me."
Blizzan follows this well dressed human to a woman sitting above everyone else in a chair. It seems these humans have a proper understanding that the leader should be above the rest. He sees someone close to his height being a literal arm rest for this woman. The well dressed man walks up to the throne and bows. She ignores him until the current fight is done.
"Yes, Benjamin, what do you want?"
"My lady, this floating man wants to speak with you about a job. He may be of service since none of our current troops can fly."
She looks up at Blizzan and signals him to face her. Blizzan floats over in front of her and has a better look. The control she has over her group is admirable and her physical attributes aren't too bad to examine. The only disappointing part of her is her power output isn't the highest. As much as Blizzan likes to think true power is from pure raw power, he has known many rulers whose power resided more on influence of people through words or wealth.
"So stranger, what sort of job do you want? It is odd you found this place since this was supposed to be a private tryout to join my gang. Do you think you have what it takes to go into the middle and face off against my strongest fighters?"
The idea of these pathetic humans being strong made Blizzan laugh out loud. This got several looks from all who are around. The boss woman raises her eyebrows and grunts. Blizzan knew from past experience that it is time to quit laughing even though these creatures pose no threat to him. He straightens up as he calms down and regains his composure.
"I can be every single person in here with my pinky finger. None of you can lay a finger on me. In fact, if I wasn't in the gracious mood I am in, I could wipe every single one of you out in a matter of one of your minutes."
This statement makes the lady pull her head back and look at this floating man with awe and a little disgust.
"Such bravo and you are capable of one thing no one else can do which is fly in this organization. We have to rely on stolen tech in the form of jet packs and only have a couple of those. Let me see if your boast is true or if flying is the only thing you know how to do. Since no one else can fly, I ask for you to stay on the ground to make it more even. What about I give you a job if you can best my three top fighters one at a time?"
Blizzan stares at the woman who obviously doesn't know who she is talking to. It is time he taught them all who he is and what he will do.
"How about this proposition, I face ALL of your fighters at once and if I win, I take your throne as my own. You have nice enough shape I might let you fetch me food while I recline."
The audacity of Blizzan shook the crowd. He wants the throne and to fight the entire gang. The lady smiles at the cray idea thinking there is no chance this new person could do what he said.
"Sure, whatever you say new guy. IF you can beat my gang, they are yours. If you don't beat them and somehow survive, I think you will serve me as a foot stool for six months and only then I might let you go out on routine patrols."
Blizzan admires the attitude this woman is showing. His king would appreciate it until he got sick of her and made her gravel at his feet. The idea of her graveling makes Blizzan smile.
"Well, I guess we better get this matter settled."
Blizzan flies through the crowd knocking over several of them as he entered the middle of the ring. Most of the fighters looks back at the lady and she motions with her hands to proceed. One of the biggest guys walks up to him and tries to grab Blizzan. As Blizzan promised, all he used was a pinky to flip the guy all the way out of the group into the far wall several feet up. His body crumples to the ground. Everyone looks over to the spot of the fallen fighter. Out of rage the crowd rushes Blizzan. All he does is smile as bodies start flying everywhere. In a matter of a minute, the only one left standing is Blizzan with the closest person being twenty feet away. He then floats back over to the lady on the throne.
"I do believe that is my throne now and YOU are my maid servant."
The lady shakes as the dozen high ranking members all bow down to Blizzan. The lady stands up trembling and walks a few steps away. She then bends down on one knee with head bowed. Blizzan goes up and takes his seat on his newly acquired throne.
