While it had been true that most crimes had been committed at night time, it was also true that the most treacherous behavior had also occurred at night. Tonight hadn't been any different for Arctic had been in one of his own personal war rooms given to him by Aisu to plan further assaults and conquests on the other planets around. Though given the PTO's current state of pause, it hadn't been used too often. This room was completely sound proof with no video or voice recording. It was request that Arctic had made in order to assure that his plans to benefit the PTO didn't leak out to the enemy or at least, that was his reasoning to their lord. For Arctic, this room was a means of getting his own things done securely while making it appear that he had the PTO's best interest in heart while the truth was, he really only had his own.
Though he had a very deep desire to rule the Planet and take over, he also wanted to spread his influence very far throughout the universe. In fact, if it were possible he'd like to conquer the entire universe with him at the throne. It was a very distant goal but one that wouldn't be impossible. He just needed to plan each step accordingly and be smart about it. He had to carefully choose who he decided to recruit into his numbers well before making an actual attempt to claim the organization.
Tonight, one of Arctics most loyal subjects would enter into the war room where Arctic had found himself sitting in a chair similar to the throne around a large Holotable. Holograms of planets had been hovering above the table as he sat there pondering. Though it wouldn't take long before his most loyal subject named Rango came into the room. He approached the table and gave a bow from across of it.
"Sir, I'm pleased to report that we've got another twenty five or so soldiers added to the cause. All of them eager for wealth, riches and fame. Their tired of this idle, sir. They're tired of deployments to Namek, they want some real action."
Arctic couldn't help but laugh, "Ha!" As his head shook lightly in disbelief. Usually it was other reasons that individuals would follow his lead but in this case, this handful of soldiers had seemed to have actual desires. Though he couldn't quite blame them, who wanted to be deployed to Namek and be a guard for those pathetic creatures. "So they desire more than guard duty? Good. I could use more motivated troops and if they survive the initial take over, maybe I shall put them to the test and see how much they truly desire." He couldn't help but ponder the idea, was this handful of troops actually worth anything or were they simply mere grunts overestimating their own abilities? Surely, Arctic would find out if they could survive long enough. Even if they didn't survive long enough, Arctic truly wouldn't care about it. Nearly anybody underneath him was expendable and he'd spend countless lives in order to achieve his goals. After all, every great empire was built upon a bloody battlefield of corpses.
"Amusing, isn't it? How they're seeking Wealth, riches and fame for themselves. It seems like this idle has shifted the mindset of many. I once remember a time where there was glory to be had with the Planet Trade, where soldiers were more than grateful with their own pay. It seems as if Aisu is failing this faction." Arctic stated coldly as he glared at Rango. His eyes unforgiving as he asked a question. "Tell me Rango, What's your thoughts on the current state of this faction?"
Rango looked a little bit surprised to be asked that question, he had made it clear where his loyalties lied this entire time and they were with Arctic. He too was tired of the idle the faction was put into. Since Namek, the faction as a whole seemed to halt on their expansions and slow down to a stand still. "We've always made our wealth from conquering other worlds and our biggest resources come from the slaves we have on other planets. If we continue operating at this.. snails pace, it's only a matter of time until we exhaust all our resources and come to a point of civil war, but that's just my opinion sir."
Arctic had listed to Rango's opinion closely and he was rather spot on. Though they had other races under their boots doing slave work, it was only a matter of time until the conditions of the slavery brought the slaves numbers down. Surely, they'd begin to face famine and death and slowly wither away. Without new races and new slaves to replace them, the resources coming onto the planet would surely decline as well. This had led Arctic to believe their was only a limited amount of time to act and the window was near approaching. It had even given him another idea. Rango discussing a civil war on the planet brought to him a concept that never once crossed his mind though it would be a risky one. What if he had sent his own soldiers to do hit and run on supplies within the planet, bringing their own resources on the decline.
This would cause pay cuts and half rations to be decided and leave plenty of soldiers hungry, lacking pay and pretty pissed off at the current leadership. It could even cause conflict and cheers for a new ruler to take the throne. The consequences would be that the planet would be lacking in resources for when Arctic wanted to take over but if he could have a surplus somewhere. "Hmm." He couldn't help but think about it. Though it was a big decision to ponder, one that couldn't be rushed into. He had to do this right. Even if he did do this approach, it would be an ideal time for any other foes to attack and try to claim the throne, so there was a lot of things to consider. Regardless, it was something Arctic was going to take his time with.

It could very well benefit the planet and faction as a whole and bring more money into his own pocket. He had to ask. "Sir, how long do you think it will be before you make your attempt? I'd like to know how much time I've got to keep preparing." Of course, he had covered it up by making it seem like the question was asked for business purposes, but it was obviously for his own purposes.

He couldn't help but guess between a month or two and gave his minion the most honest answers. "I doubt it would take any longer than two months, therefore you shall have plenty of time to do your job. Though I do expect it to be done well. I will not tolerate failure." Arctic wouldn't settle for anything less than the best. After all, he had a reputation himself to uphold.
Rango nodded his head and replied eagerly. "I assure you, I won't fail." With this statement he lowered his head slightly and kept his eyes on the ground while his right arm crossed over his chest as a sign of respect to the more powerful individual in the room.

I want you to seek out new armor and scouters and supply our recruits with the top of the line equipment. I don't want to see any outdated armor or scouter models, do you understand?" Rango did have the skills to pull this off and whether he'd have to steal them from supply or get them another way, was up to him but surely he could manage it with a small crew assisting him.

The fact was, that Arctic couldn't care less about any of their lives but the better they felt the better they'd produce. If they all were to die the plan would proceed regardless. He wasn't relying on them at all to accomplish the main goal but if they were handy doing the grunt work, well then they could have at least a few spoils that would inspire others to join along.
"Now, Go do as you're asked. Report back to me in a weeks time." Arctic would give the soldier specific orders on when to return. They did have to keep this pretty casual otherwise they would risk suspicion if the two of them often came to this room. Given that there was a lack of activity within the PTO, this room wasn't often required. When conquering and battles were frequent, it was more often used. With that, he watched as Rango took a bow and left the room in a hurry. He didn't want to risk annoying Arctic.
Now that Arctic had a moment alone again he continued to stare at the map with known planets in front of him and his dark red eyes couldn't be removed from the Planet Vegeta. "Saiyans." He scoffed as he looked back to all the skirmishes had had with them. It had seemed that even they had been in the decline. Throughout all the news, he hadn't heard that the faction as a whole had been up to much. There was activity on Earth but they had no longer been using their armies in the universe often. Though his intel did inform him that Earth was a hotspot, there had been plenty of 'Super Saiyans' that arrived and that the Queen herself had even led a small group to a fight.
They were a warrior race that was being wasted. It was such a shame that they were too risky to be controlled. Arctic wanted to expand far and wide and knew that the Saiyan race had the potential to be the best warriors for the job but the issue was simple, they were far too powerful and resilient to be controlled like that. Even if he did manage to put his foot down on their necks, they'd try to rise up from underneath and free themselves from his grasp and he couldn't have that.
With his current assumptions, he continued to think that the best method to deal with them would be to erase their planet and bring the race to the brink of extinction. That way his factions biggest rival in the universe would have no chance of posing any sort of a threat to them. Though, the Super Saiyans were a different story. That was a threat none of the soldiers could handle, Arctic would have to prepare himself for that kind of a fight. Hopefully, his dirty tricks would work or Daru would be with him to face those warriors.

He had plenty to think about and couldn't quite confirm what the best approach to it all was. He had gotten Daru's opinion on it as well as a few other trustworthy sources, but he still didn't know exactly which route to take. As long as nobody else had found out about this plan on the opposing side, he had the gift of time and he fully planned on using it though at the end of the day, all he really needed to do was remove the head from the snake. IF he could get powerful alone, removing Aisu and claiming the planet would be more than enough. Though that too would take some time and some training.
Outside of his own strength, everything seemed to be going well. The numbers of soldiers willing to support the cause had continued to rise little by little, Daru had her own plans that he could capitalize on. He thought about what he'd do with her when he finally rose up and took the throne. He could conquer Earth and give that entire planet to her as a token of respect or he could simply assist her with whatever other goals she liked, though that would be a discussion to have with her in the future.

At one point he was purely a loyal soldier to the throne and would never once think of taking it for himself, he knew that when he took over he couldn't let history repeat itself. He needed to be a good ruler and one that was feared. He would execute those required publicly to ensure that the masses feared him while also rewarding those who deserved it to inspire loyalty. If this faction didn't decline into what it was now and was still active in the universe, even he would have remained loyal but the throne deserved somebody with drive, somebody eager to push the faction back to the glory it once had. That person was going to be him and the entire universe would know it too.
There wouldn't be a single planet that would remain safe from his reach, all people of the universe would be forced to bend to his will or be erased and that was just the way it was going to be. He wouldn't keep the Planet Trade the same as it was before, he would turn it into a galactic empire where his numbers could never be matched, his strength could never be counter. He was going to achieve his goals no matter what the cost. When a big player came along, he would need to be smart. Even these Super Saiyans were slightly concerning. How many of them were there? Would this be a job for both him and Daru? Would they become headhunters to secure their factions future? He didn't have those answers at the moment, but they were things that needed to cross his head now. He didn't want his empire under threat as soon as he took over, he was going to need to be smart.
Though for now, he could rest pretty easy. Everything had been going according to his plan and the Foundations of his empire were being set. It would take a little more time and a lot more work but things were well underway and so far, nobody suspected anything wrong. Though he knew that he needed to start prioritizing his own training while his minions did the rest. He needed to be ready for a fight, he needed to remove Aisu from the throne and get ready to start hunting the biggest threat to his rule. Those blonde saiyans would make good trophies on his shelf, and he was going to make sure he put in the work to secure them.
It may have been a brief encounter with a simple minion but it was quite the chat, enough to get him to start thinking about alternatives and different things. The more views he had on this subject the better but it did risk exposure. He needed to keep himself on the right track and make sure his decisions were smart and he wouldn't get those results without consulting others. Even if some of the individuals were expendable, they would give him much more to think about and even at times, things he himself didn't even think of. It was to the benefit of everybody but mostly to himself to listen.

He would sit in the room for a few more minutes and allow himself to get lost in his thoughts. It was all so near, all but a few months away. If everything had kept going according to plan this shouldn't be much of an issue at all. Though finally, he would rise up from his seat and make his way out the door. It was time for the Changeling to get some rest for tomorrow would be another busy day. He had some research to do on another subject that may be crucial to win this war he was going to start with the universe, research on a secret item that had been used in the past. An item of great power that his kin had used all but a year ago. He needed to discover if this power could be found or replicated and if it could, when the perfect moment to seek it out would be. That was a tomorrow problem though, for now. He would take a moment to get some rest. Tomorrow was a new day full of new answers and planning. He couldn't wait for all of this to come into reality.
