Appearance
Hail is a changeling with a natural dark blue colouring, with white bio-armour and black, jewel-like growths along with crimson coloured eyes. He stands rather tall for one of his people, even in his first form, which stands at five feet and eight inches. His form is obviously muscular, belying his habit for training his body. He has an implicit malice in his posture, especially with the way his powerful tail tends to hang in the air.
Personality
Deceitful: Hail is not someone to be trusted. To describe him as liberal with the truth would be an understatement, as the Changeling has become so used to lying and wearing a mask that it’s become comfortable. He believes that lying is a skill that should be practised, sometimes doing it just to make sure he is still on his game. Part of this comes from the fact that deceit has been his business for so long.
Opportunistic: One thing that Hail is always looking out for is an opportunity, a chance to advance himself. He is fully willing to pick and choose his side, only to change it when he sees the way that the wind is blowing. Ironically, this makes him more likely to take the side of good than some others who have worked with the PTO.
Pragmatic: Hail does his best to not let his emotions overwhelm him, or have them influence his decisions. He always attempts to think through the most logical or practical way through a situation; it’s why he usually attempts to talk his way through a problem if he doesn’t have a distinct advantage. If he does have power in a situation, he is quick to use it.
Calculating: Rather than rush into a situation or act on instinct, Hail is used to problems where his enemy has a complicated plan in mind, and sometimes, that he doesn’t even know who his enemy truly is. Thanks to that, he is always considering all the angles, and in combat, he focuses on his opponent’s fighting style, how to work around it and how he can quickly end it with minimal damage to himself.

Born on the planet Frost like most of his people in Age 895, Hail was considered a very age member of his race, being born with a high degree of strength compared to most beings, but nothing that would stand out for a Changeling. His family were considered very minor, having only ever been shipwrights making designs for their betters. Where he did prove himself different was in his way with people, something that was clear from a young age. During his time in schooling as a child, he was not only a quick study, but was rather popular with his peers.
Rather than simply use this to keep his experience in school stable, though, Hail chose to actively manipulate his classmates, at times just to see if he could. He found that he greatly enjoyed the feeling of power it gave him, and that he felt like he had outsmarted those around him rather than overpowering them with his strength or overwhelming them with his forceful presence.
While he began to get older, Hail at first tried to move away from his manipulative nature, and instead focused on studying towards stewardship and governance - it was a time of great change, with the planet having entered a treaty with the USD. More importantly, it was a time of opportunity. At first, being a planetary steward was the sum of his ambition, but as he began to witness what the PTO was really capable of, he wanted more. He cast aside his thoughts of stewardship, and instead, focused on ingratiating himself at the court of Aisu as he became older.
Despite his relatively humble origins, Hail used his wits and natural magnetism to appeal to his superiors in the PTO, whether just powerful changelings or even lords. Eventually, he caught the attention of Aisu himself, and was soon brought in to serve, but not as an enforcer; instead, he would work from the shadows, acting as the eyes and ears of the PTO. His power was relatively low and unthreatening, and combined with his manipulative nature, he was an ideal spy.
Over the next few years, he took on many identities, names and roles, whether that was interacting with USD officials or powerful changelings in the PTO to ensure that they weren’t considering rebellious behaviour. Then, his role shifted, and he was assigned to help secretly carry out the PTO’s true agenda; enslaving planets, without the USD’s knowledge. It didn’t last forever, or even very long - eventually, the truth came out, and his people were cast from the alliance.
Despite this, Hail was still used as a spy for the decades that followed. Over time he became more akin to a spymaster, and it was some of his assets on Namek that aided the PTO’s later invasion, allowing them an advantage in that fight. [OT1] Cold Combination: Hail uses the basic hand-to-hand combat techniques he’s been taught in the PTO to great effect, targeting vital areas of his opponent with quick, precise strikes. [PHYSICAL]
[OT1] Ravager Shot: A crimson-coloured blast that Hail momentarily charges up from his palm before blasting at an opponent, in a sudden explosion of power. [ENERGY]
[DT1] Countermeasures: A series of defensive techniques devised to get himself out of trouble, Hail uses a combination of quick, deft movements to avoid being hit by attacks, following the basic foundation of Changeling fighting arts; to hit, and to not be hit.
[ST1] Flight: Able to use his ki to propel himself, Hail is easily capable of levitating effortlessly in the air or flying through it at high speeds.
[ST1] Ki Sense: Having had to focus much of his training on precision and caution rather than sheer strength, Hail has discovered how to ‘sense’ a being’s ki and subsequently, their power. This technique has kept him alive and from making ill-informed decisions many times over.

Roleplay Sample
Hail sat in the darkness of his office, leaning back in a chair with one leg resting on the other, the fingers of one hand propping up his head while he used them to rub one of his temples, which was easier and more relaxing to do in his first form. His eyes were closed over, the dim blue glow of the pad’s screen in front of him lighting up those parts of his body that didn’t already match it in colour. He’d spent the better half of the week looking over and analysing report after report, from all stretches of the Planet Trade Organisation. It felt like not long ago, he had been one of the premier influences in the organisation, his words and thoughts carrying a sway that his family could have only dreamed of. What had it all resulted in?
His eyes opened as he glanced out the window, staring towards the twinkling stars that seemed to look back to him. Here he was, his reward for all that time and service. Everything that he had built was absorbed into the greater organisation, and with him ‘promoted’ to a new assignment. It wasn’t as though he cared about the salary, not that he would see any of it until he returned from whatever backwater it was they were sending him to. He really ought to read up on it, already.
His legs uncrossed as he finally leaned forward in his chair, looking over the pad to study his assignment in more detail. Earth. Well, that was surprising. He’d been expecting a genuine backwater, not a USD member. Besides that, most of the time before he had been looking over planets with a Changeling in charge, his assignment being more about watching the powerful creature who reigned over the populace, rather than the aliens themselves.
This, though? He was being sent to foreign lands, and with his ‘role’ being that of a diplomat, no less. This was very different. It meant he would have to live both lives - due to being a genuine representative of his people and the Planet Trade Organisation, he would have to behave himself according to the standards of that position, and make sure that he gave a good impression of both himself and Changelings as a whole. At least, from a cordial, diplomatic sort of view. The other side to it, of course, was that Aisu no doubt wanted to keep an eye on how things progressed on Earth.
There were many strong fighters there. There always had been, in fact. Earth was one of those planets where power tended to congregate, and not just in its natives. Perhaps it was to do with the ingenuity and technology of the planet, or its economic prowess. To entertain a cruder thought, it might have been due to the very attractive people, at least by the standards of most species. By his own, too, he would’ve admitted. Though he supposed the actual reason was irrelevant; Earth had its place in the galaxy, and that meant the watchful eyes of Frost were upon it. That was a dangerous gaze to be under.
